How Did The Intelligent Southern Educated Candidates lost their Idly Dosa???
This Central Government approved scandal is in full swing not only in Central Government Departments but also in Central Public Sector undertakings since 2005. Before 2005, group C posts (i.e. above peons, chowkidars, gardeners, etc educated above Matric & below Officer cadre) were allocated for that particular State and group D posts (educated below Matric & below group C posts) were for the District in which the vacancy was created. Group A & Group B posts opened for All India Candidates and the selected were supposed to work anywhere in India.
First, in due course, the policy was thrown out for gp D. Like gp C, gp D also made Statewide. After 2005, All posts i.e. gp A to gp D were allocated for All India Candidates for which the State Governments had neither opposed nor made any appeal. Luckily, as there was no recruitment upto 2012, no head-ache for MMS Govt.
Again in Northern India, Education standards are so poor (except in Delhi) and they learn English language thru' Hindi and the teaching community also very poor in English. . For all purpose they use Hindi only. That may be because North was ruled by Moguls for more than 800 Years & their language was Urdu and Hindi was born-out of Urdu.
The invigilators of any competitive exam in South thinks himself/ herself as God - sent and behave like Monarches and hence copying is out of question. But in other parts of India, they help the candidates in many ways to get thru' the exams.
Even exams can be written in Hindi too in addition to English. Almost all Hindi belt candidates write the exams in Hindi only and the paper goes to a Hindi correction master and he gives marks lavishly.
But it's just opposite if you write the exams in State language. These papers go for corrections to the State and here these corrector act like God- sent and gives marks stingily.
So automatically Hindi candidates beat non - Hindi candidates and capture the posts.
Up-to 1985, East and South India Candidates were for Government jobs. But West and North India Candidates preferred to do business and hence we were able to spot a Bengali/ Tamil/ Malayali/ Telugu , working in North & West.
Between 1985 and 2005, Northerners were capturing Top Posts and not interested in lower level posts. But after 2005, they captured all the posts and hence you are seeing a Bihari clerk, a Rajasthani Khalasi, a MP Sub - Staff and so on in Southern India, even in the southern tip of Kanyakumari.
The seed was sown none other than Ramvilas Paswan while he was Telecom minister & Food minister, and , Lalu Prasad Yadav while he was Railway minister.
