This Central Government approved scandal is in full swing not only in Central Government Departments but also in Central Public Sector undertakings since 2005. Before 2005, group C posts (i.e. above peons, chowkidars, gardeners, etc educated above Matric & below Officer cadre) were allocated for that particular State and group D posts (educated below Matric & below group C posts) were for the District in which the vacancy was created. Group A & Group B posts opened for All India Candidates and the selected were supposed to work anywhere in India.
First, in due course, the policy was thrown out for gp D. Like gp C, gp D also made Statewide. After 2005, All posts i.e. gp A to gp D were allocated for All India Candidates for which the State Governments had neither opposed nor made any appeal. Luckily, as there was no recruitment upto 2012, no head-ache for MMS Govt.
Again in Northern India, Education standards are so poor (except in Delhi) and they learn English language thru' Hindi and the teaching community also very poor in English. . For all purpose they use Hindi only. That may be because North was ruled by Moguls for more than 800 Years & their language was Urdu and Hindi was born-out of Urdu.
The invigilators of any competitive exam in South thinks himself/ herself as God - sent and behave like Monarches and hence copying is out of question. But in other parts of India, they help the candidates in many ways to get thru' the exams.
Even exams can be written in Hindi too in addition to English. Almost all Hindi belt candidates write the exams in Hindi only and the paper goes to a Hindi correction master and he gives marks lavishly.
But it's just opposite if you write the exams in State language. These papers go for corrections to the State and here these corrector act like God- sent and gives marks stingily.
So automatically Hindi candidates beat non - Hindi candidates and capture the posts.
Up-to 1985, East and South India Candidates were for Government jobs. But West and North India Candidates preferred to do business and hence we were able to spot a Bengali/ Tamil/ Malayali/ Telugu , working in North & West.
Between 1985 and 2005, Northerners were capturing Top Posts and not interested in lower level posts. But after 2005, they captured all the posts and hence you are seeing a Bihari clerk, a Rajasthani Khalasi, a MP Sub - Staff and so on in Southern India, even in the southern tip of Kanyakumari.
The seed was sown none other than Ramvilas Paswan while he was Telecom minister & Food minister, and , Lalu Prasad Yadav while he was Railway minister.

பூலித்தேவன் (1715 - 1767[1]) நெற்கட்டான் செவலைத் தலைமையிடமாகக் கொண்டு ஆண்டு வந்த பாளையக்காரராவார். இந்திய விடுதலை வரலாற்றில் `வெள்ளையனே வெளியேறு’ என்று முதன் முதலாக 1751 ஆம் ஆண்டில் வீர முழக்கமிட்டவர். இதனால் இந்தியாவின் முதல் விடுதலைப்போர் எனக் கருதப்படும் சிப்பாய்க்கலகத்திற்கும் (1857) முன்னோடியாகக் கருதப்படுகிறார்.

பூலித்தேவர் சித்திரபுத்திரத் தேவருக்கும் சிவஞான நாச்சியாருக்கும் 1-9-1715 ல் புதல்வராகப்பிறந்தார். இயற்பெயர்,'காத்தப்பப் பூலித்தேவர்' என்பதாகும். 'பூலித்தேவர்' என்றும் 'புலித்தேவர்' என்றும் அழைக்கலாயினர்

மேற்குத் தொடர்ச்சி மலையிலுள்ள புலிகளைக் கொன்று விளையாடுவதில் மிகுந்த விருப்பம் கொண்டு விளங்கினார். புலித்தோல் மற்றும் புலி நகங்களை அணிவதிலும் அவருக்கு விருப்பம் இருந்தது. இதனால் பூலித்தேவரை எல்லோரும் புலித்தேவர் என்றே அழைத்து வந்தனர்.

காத்தப்ப பூலித்தேவரின் திறமையைக் கண்ட பெற்றோர் அவருடைய பன்னிரண்டாவது வயதில், 1726 ல் பட்டம் சூட்டி அரசராக்கினார்கள்.

பின்னர் பூலித்தேவருக்கு திருமண ஏற்பாடுகள் நடைபெற்றன. அவருக்கு வாழ்க்கைத் துணைவியாக அமைந்தவர் அவருடைய மாமன் மகள் கயல்கண்ணிஎன்கின்ற இலட்சுமி நாச்சியார். கயல் கண்ணியின் சகோதரர் சவுணத்தேவரும், பூலித்தேவரும் இணைபிரியாத நண்பர்கள். பூலித்தேவருக்கு கோமதி முத்துத் தலவாச்சி, சித்திரபுத்திரத் தேவன் மற்றும் சிவஞானப் பாண்டியன் என்று மூன்று மக்கள் பிறந்தனர்.

1736-ல் மதுரைநாயக்கர்களின் ஆட்சி முடிவுக்கு வந்தது. பாளையங்கள் திறை செலுத்த மறுத்து தனித்தே செயல்பட ஆரம்பித்தன. மதுரையை வெற்றிகொண்ட ஆற்காட்டு நவாபு முகமது அலி தனது சகோதரன் அப்துல் ரஹீம் என்பவன் தலைமையில் 1751-ம் ஆண்டு 2500 குதிரைப் படைகளையும் 300 காலாட்படைகளையும் 30 ஐரோப்பியர் பட்டாளத்தையும் அனுப்பி பாளையங்களை அடக்கி வரியை பிடுங்கிவர உத்திரவிட்டான். இப்படையை கும்பினியர் தளபதி லெப்டினட் இன்னிசு வழிநடத்திச் சென்றார்.

இதை அறிந்த பூலித்தேவன் சுற்றுவட்டாரப்பாளைங்களை ஒன்று திரட்டி எதிர்க்கத் தயாரானான். படை கண்டு அடங்கி கப்பம் கட்டுவார்கள் என்று எதிர்பார்த்து சென்றவர்களுக்கு பூலித்தேவனின் படைபலம் கண்டு பின்வாங்கிச் சென்றனர்.

அரசு வரியில்லாமல் வாழமுடியுமா?. அதுவும் கோட்டை கொத்தளங்களும், அந்தப்புர கும்மாளங்களும் இல்லாமல் ஆற்காட்டு நவாப்புக்கும், கும்பினியர்களுக்கும் இருக்க முடியுமா? எனவே ஆற்காட்டு நவாபு நெல்லைச்சீமையில் வரிவசூலிக்க கிழக்கிந்திய கம்பெனிக்கு உரிமை வழங்குவதாக கூறி உதவியை நாடினான்.

இதனையே பெரும்வாய்பாக கருதி திருச்சியில் முகாமிட்டிருந்த கர்னல் அலெக்சாண்டர் கெரான் 1755-ல் பிப்ரவரி மாதத்தில் பீரங்கிகளுடனும், 2000 சிப்பாய்களுடனும், 500-ஐரோப்பியர்களுடனும் படைநடத்திவந்தான். கர்னல் கெரானுடன் நவாப்பின் அண்ணண் மாபூசுக்கானும், முகமது யூசுப்கானும் (மருதநாயகம்பிள்ளை) இணைந்து வந்தனர். வரும் வழியில் திண்டுக்கல்லுக்கும் மணப்பாறைக்கும் இடையில் இருந்த லக்கநாயக்கன் பாளையத்தை கைப்பற்றி மதுரைக்குள் நுழைந்தான். மதுரை அப்போது சந்தாசாகிப் ஆதரவாளர்களிடமிருந்தது. அவர்களின் எதிர்ப்பின்றியே மதுரையை கைப்பற்றினான்.

பின்னர் படைகளை நகர்த்தி பாஞ்சாலங்குறிச்சியை முற்றுகையிட்டான்.
அப்போது ஆட்சியிலிருந்தவீரபாண்டிய கட்டபொம்முவின் பாட்டன் பொல்லாப்பாண்டியன் (1736-1760) . பொல்லாப்பாண்டியன் ஒருபகுதி கப்பத்தை கட்டிவிட்டு மீதித்தொகைக்கு பாளையத்தின் கஷ்டத்தை எடுத்துக் கூறினான். கர்னல் கெரான் அதற்கு இணங்காமல் அவனது இருமகன்களையும் பிணைக்கைதியாக பிடித்து வைத்து மீதித்தொகை கிடைத்தவுடன் விடுத்தான்.

பாஞ்சாலங்குறிச்சி முடிந்தவுடன் நத்தக்கோட்டை பாளையத்தை முற்றுகையிட்டு கப்பத்தை வசூலித்தான்.

பின்னர் மபுசூக்கான் பூலித்தேவனின் நெற்கட்டாஞ்செவ்வல் கோட்டையை தாக்கிட படையுடன் புறப்பட்டான். இதை அறிந்த பூலித்தேவன் அப்படையை வழியிலேயே இடைமறித்து தோற்கடித்து விரட்டினார்.

பல பாளையங்களை பிடித்த வேகத்தில் திரும்பிட நினைத்த கர்னல் கெரானை மபுசூக்கான் பூலித்தேவன் மீது படையெடுக்க வேண்டிய அவசியத்தை வலியுறுத்தினான்.

இதனால் கெரான் நெற்கட்டாஞ்செவ்வல் கோட்டை மீது படையெடுக்கக் கிளம்பினான். எத்தனையோ பாளையங்களை அடக்கிய எமக்கு இது எத்தனை நாளைக்கு என்ற எண்ணத்துடன் ஆறு பவுன்ட் பீரங்கிகளைக் கொண்டு தாக்கினான்.

கல்லால் ஆன கோட்டை கர்ஜித்து நின்றது. 4000 படை வீரர்கள் கோட்டையின் பாதுகாப்பிற்காக இருந்தனர். இதனால் விரக்தி அடைந்த கர்னல் கெரான், சமாதான முறையில் பேசிப் பணியவைத்திட துபாசு முதலியார் என்பவரை தூது அனுப்பினான். ஒரு பகுதி கப்பம் கட்டினால் முற்றுகை நீக்கப்படும் என்று தெரிவித்தான். ஆனால் பூலித்தேவன் இதற்கு சம்மதிக்கவில்லை.

கெரானின் படைகள் களைத்திருந்ததையும். உணவுநெருக்கடியில் இருந்ததையும் அறிந்து கொண்ட பூலித்தேவன் விற்படை, வேற்படை, வாட்படை, மற்படை என நான்கு வகையிலும் தாக்குதல் தொடுத்து கெரானின் படைகளை சிதறடித்தான். 1755-ல் மே-22-ல் கெரான் நெற்கட்டாஞசெவ்வலிலிருந்து பின்வாங்கினான். பூலித்தேவனின் வெற்றி அவனது புகழை பரப்பியது . மேலும் பலபாளையங்கள் நட்பாகின. நாட்டுபுறப்பாடல்களில் பாட்டுடைத்தலைவனாக மாறினான்.

களக்காட்டில் அதே ஆண்டு யுத்தகளம் மீண்டும் உருவானது. நவாபுவின் திருச்சி பிரதிநியாக இருந்த முடோமியா தனக்கு இருந்த அதிகாரத்தைப் பயன்படுத்தி களக்காட்டுக் கோட்டையை திருவிதாங்கூர் மன்னன் மார்த்தாண்ட வர்மனுக்கு விற்பனை செய்தான். மார்த்தாண்ட வர்மன் அங்கு 2000 படைவீரர்களை நிறுத்திவைத்தான். நவாபுவின் மபுசூக்கான் திடீர்த்தாக்குதல் நடத்தி களக்காடு கோட்டையை கைப்பற்றினான். மபுசூக்கான் மதுரை சென்றிருந்த நேரம் பார்த்து பூலித்தேவனும், மார்த்தாண்ட வர்மனும் இணைந்து களக்காடு கோட்டையை கைப்பற்றினர். கடுங்கோபமுற்ற மாபுசூக்கான் 600 குதிரைப்படைகளுடனும் 1000 சிப்பாய்களுடனும் சிலபாளையக்காரர்களையும் இணைத்துக்கொண்டு கோட்டையைத் தாக்கினான். இப்போரில் பூலித்தேவன் வெற்றிபெற்று களக்காட்டை தக்கவைத்துக் கொண்டான்.

இவ்வெற்றி பூலித்தேவனுக்கு புதுத்தெம்பைக் கொடுத்தது. தனது பாதுகாப்பு எல்லையை விரிவுபடுத்த எண்ணி திருவில்லிபுத்தூர் கோட்டையை கைப்பற்றத் திட்டமிட்டான். மதுரைக்கும் நெல்லைக்கும் இடையிலே இருப்பதால் இதன் இருப்பு முக்கியமாகப் பட்டது.

இக்கோட்டை ஆற்காடு நவாபுவின் தம்பி ரஹீம் மேற்பார்வையில் 3000 சிப்பாய்களுடனும், 30 கும்பினியர்களின் துணைப்படையுடன் பாதுகாப்பாக இருந்தது.

நேரம் பார்த்து பல ஆயிரம் காலாட்படையுடனும் 1000 குதிரைப்டையுடனும் தாக்குதலைத் தொடுத்து கோட்டையை கைப்பற்றினான். ரஹீம் விரட்டி அடிக்கப்பட்டான். இந்த வெற்றி கும்பினியர்களையும், நவாப்பையும் வெறுத்த பல பாளையக்காரர்களை மகிழ்ச்சி அடையச் செய்தது.

பூலித்தேவனுக்கோ வெற்றியின் வேகம் அடுத்த இலக்கைத் தேடியது. மாபுசூக்கான் தங்கியிருந்த திருநெல்வேலியைக் கைப்பற்றி மாபுசூக்கானை ஒழித்துவிட திட்டமிட்டான்.

1756-மார்ச் 21. திருநெல்வேலி மீது பூலித்தேவன் படையெடுத்தான். பூலித்தேவனை நெல்லைக்கு அருகாமையில் இருந்த பாளையங்கள் ஆதரிக்கவில்லை. இருந்தாலும் சண்டை தீவிரமாக நடைபெற்றது. பூலித்தேவனிடம் முடோமியா என்ற பட்டாணியத் தளபதி இருந்தான். இவனது வீரமும் சூரத்தனமும் எதிரிகளை நிலைகுலையச் செய்தது. ஆனாலும் போர்க்களத்தில் முடோமியா எதிரிகளால் வெட்டி வீழ்த்தப்பட்டான். பூலித்தேவன் படைகள் சிதறின. பூலித்தேவன் 2000 வீரர்களைப் பறிகொடுத்து நெற்கட்டாஞ்செவ்வலுக்கு திரும்பினான். முடோமியாவின் மரணம் பூலித்தேவனுக்கு மனச்சோர்வை ஏற்படுத்தியது.

யுத்தக்கள இரத்தம் காயுமுன் காட்சிகள் மாறின. மாபூசுக்கானை சென்னைக்கு திரும்பிட நவாபு உத்திரவிட்டார். மாபூசுக்கான் மறுத்தான். ஆங்கிலேயத் தளபதியுடன் கருத்து வேறுபாடு ஏற்பட்டது. இதனிடையே முகமது யூசுப்கான் நெல்லைப் பாளையங்களை அடக்கி வரிவசூலிக்க பணிக்கப்பட்டான். உள்ளே மோதல் முற்றியது. நேற்றுவரை யுத்தக்களத்தில் வெட்டி வீழ்த்திய பூலித்தேவனிடம் மாபூசுக்கான் அடைக்கலம் பெற்று அவனுக்காக போர்புரியத் துவங்கினான். மாபூசுக்கானை பூலித்தேவன் சிறைபிடித்து வைத்துள்ளதாகவே யூசுப்கான் கருதினான். அத்துடன் பூலித்தேவனை அடக்கிடவும் வரிவசூலித்திடவும் முடிவெடுத்தான்.

1756-மே-6.ல் 1400 குதிரைப்படையுடனும் 18 பவுன்ட் சக்திவாய்ந்த 4 பீரங்கிகளுடனும், திருவிதாங்கூர் மன்னனின் ஆதரவுடன் படைநடத்தி திருவில்லிபுத்தூர் கோட்டையை பூலித்தேவனிடமிருந்து கைப்பற்றினான்.

ஆகஸ்ட் 10ம் தேதி வந்தியத்தேவனையும். வாண்டையத்தேவனையும் தோற்கடித்து கொல்லங்கோட்டை பாளையத்தைக் கைப்பற்றினான்.

டிச.1 அன்று கங்கைகொண்டான் என்ற இடத்தில் பூலித்தேவன் படைகளும் யூசுப்கான் படைகளும் மோதிக்கொண்டன. இதில் பூலித்தேவன் தோற்கடிக்கப்பட்டு நெற்கட்டாஞ்செவ்வலுக்கு திரும்பினான்.

பூலித்தேவன் கோட்டையைப் பிடிப்பது யூசுப்கானின் வீரத்திற்கும் ஆங்கிலேயர்களின் வருவாய்க்கும் அவசியமாகியது. ஆட்களும்.ஆயுதங்களும் திரட்டப்பட்டன.

1759 ஜீலை-யில் கும்பினியர்களின் படைகள் மீண்டும் யூசுப்கான் தலைமையில் புறப்பட்டன. 6400 காலாட்படைகளுடனும். 600 குதிரை வீரர்களுடனும் ஊத்துமலை பாளைத்தைக் கைப்பற்றினான்.

இவனுடன் திருவிதாங்கூர் மார்த்தாண்ட வர்மனின் படைகளும் இணைந்தன. செப்.23-ல் வடகரை பாளைத்தைக் கைப்பற்றினர். வடகரை தீக்கரையாக்கப்பட்டு அழிக்கப்பட்டது.

நவ.6-ல் பூலித்தேவனின் நெற்கட்டாஞ்செவ்வல் கோட்டையை தாக்கினான் யூசுப்கான். அங்கே நிலைகொண்டு வாசுதேவநல்லூர் கோட்டையையும் தாக்கத் துவங்கினான். சந்தர்ப்பத்தை எதிர்பார்த்துக் காத்திருந்த பூலித்தேவனின் 3000 சிப்பாய்கள் யூசுப்கானின் படைக்குள் புகுந்து சிதறடித்தனர். திடீர்த்தாக்குதலில் 200 வீரர்களை இழந்து கும்பினியப்படை சிதறுண்டது. பூலித்தேவனுக்கு இதைவிட சேதாரம் அதிகமானாலும் கோட்டை பாதுகாக்கப்பட்டது.

யுத்தம் நிறுத்தப்பட்டு துரோகங்கள் அரங்கேற்றப்பட்டது. நெற்கட்டாஞ்செவ்வலுக்கு அருகில் இருந்த நடுவக்குறிச்சிப் பாளையமும் 2000 வீரர்களும் கும்பினியர்கள் பக்கம் மாறினர். இவர்களின் உதவியுடன் நெற்கட்டாஞ்செவ்வலை சுற்றியுள்ள காடுகளில் கும்பினியர்களின் முகாம்கள் அமைக்கப்பட்டு தாக்குதலுக்குத் தயாராகின.

இதை அறிந்த பூலித்தேவனின் படைத்தளபதிகளில் ஒருவன் தாழ்த்தப்பட்ட குலத்தைச்சேர்ந்த வெண்ணிக்காலடி கும்பினிய முகாம்களை குலைத்திட நினைத்தான். இரவோடு இரவாக தாக்கி பலவீரர்களை பலிகொண்டு தானும் பலியானான். மாய்ந்துகிடந்த வெண்ணிக்காலடியை மடியிலே கிடத்தி மனம் வெந்தான் பூலித்தேவன். வெண்ணிக்கொடிக்கு வீரக்கல்லில் வல்லயத்தை வைத்தான் பூலித்தேவன். இவன் போரிட்ட இடம் “காலாடிமேடு” என்று அழைக்கப்படுகிறது.

1760-டிசம்பர் மாதம் யூசுப்கான் பூலித்தேவனின் கோட்டையைத் தாக்கினான். நான்கு மாதங்கள் இத்தாக்குதல் நடைபெற்றது. 1761-மே மாதம் வாசுதேவநல்லூர் கோட்டை, நெற்கட்டாஞ்செவ்வல், நல்லூர்கோட்டை ஆகியவை கைப்பற்றப்பட்டன.

பூலித்தேவன் இராமநாதபுரம் கடலாடிக்கு தப்பிச்சென்றான். வரலாற்றின் தடம் மாறியது. 1764ல் யூசுப்கான் மதுரையில் மறைந்தான். 1766-ல் பூலித்தேவன் கடலாடியிலிருந்து திரும்பி வந்து வாசுதேவநல்லூர் கோட்டையை புதுப்பித்து ஆட்சி செய்தான்.

இதை அறிந்த ஆங்கிலேயர்கள், 1766 அக்டோபர் மாதம் கேப்டன் பௌட்சன் தலைமையில் வாசுதேவநல்லூர் கோட்டை தாக்கப்பட்டது.

டிசம்பர் மாதம் மேஜர் பிளின்ட் மற்றும் கேப்டன் பெயின்டர் தலைமையில் கொல்லங்கொண்டான் கோட்டை தாக்கப்பட்டது. ஐந்து ஆங்கிலத்தளபதிகளும் ஏராளமான சிப்பாய்களும் இறந்ததால் கும்பினியப்படை பின்வாங்கி நெல்லைக்குச் சென்றது.

1767, ஏப்ரல் 29-ல் கர்னல் டொனால்டு கேம்பெல் பெரும்படையுடன் கொல்லங்கொண்டான் கோட்டையைத் தாக்கி தரைமட்டமாக்கினான். சேத்தூரையும் கைப்பற்றினான். 1767-மே மாதம் வரை இத்தாக்குதல் நீடித்தது.

மே 13.ம் தேதி வாசுதேவநல்லூர் கோட்டையினைத் தாக்கினான். ஒரு வார யுத்தத்திற்குப் பிறகு கோட்டை வீழ்ந்தது. பூலித்தேவனும் அவனது வீரர்களும் காட்டிற்குள் தப்பிச்சென்றனர். பின்னர் பூலித்தேவன் கைதுசெய்யப்பட்டு பாளையங்கோட்டைக்குச் செல்லும் வழியில் வழிபடச் சென்றபோது தப்பிச்சென்றதாக தகவல் உள்ளது.

பூலித்தேவரின் மறைவு பற்றி இரு வேறு கருத்துக்கள் நிலவுகின்றன. மன்னர் தப்பிச் சென்றாலும் அவர் உயிரை குறியாகக் கொண்ட ஆங்கிலேயர்கள் அவரைத் தீவிரமாகத் தேடிகைதுசெய்து தூக்கிலிட்ட செய்தியை மக்கள் அறிந்தால் கிளர்ச்சி செய்யக்கூடும் என்பதால் இதனை ரகசியமாகச் செய்திருக்கலாம் என்று நம்பப்படுகின்றது.

இன்றைக்கும் சங்கரன்கோவிலில் உள்ள சங்கர நாராயணன் கோவிலில் பூலித்தேவர் மறைந்த இடம் என்று ஒரு இடம் பாதுகாக்கப்பட்டு வருகின்றது.

தமிழ்நாடு அரசு, திருநெல்வேலி மாவட்டம் சிவகிரி வட்டம் நெல்கட்டும்செவல் எனும் ஊரில் பூலித்தேவன் நினைவைப் போற்றும் வகையில் பூலித்தேவன் நினைவு மாளிகை, திருமண மண்டபம் ஆகியவைகளை அமைத்துள்ளது.

The overall performance of the past 3 years by the BJPians under Modiji was not much impressive but appreciable.
There are decisive improvements in the field of Administration, Financial Management, System Building, Income generation, Development of mutual respect, interest and investment with other Countries whom they share India's concern and so on.
Unfortunately, India being a cursed Country due to her inherent pulls and pressures by outsiders & insiders, she is still thriving under object Poverty, Corruption, Malnourishment and under development.
Under East India Company and then British, India had lost most of her worthy wealth. The remaining, too, was looted and swindled by the so called post-independence elite rulers, their close friends and family. Even the miniscule wealth of India supposed to be created after 1947 under the great Nehru, Indira, Morarji, Rajiv, VP Singh, Narasimha Rao & Manmohan Singh in the Center and Barnalas, Badals, Goels, Dixits, Kejrivals, Mundes, Pawars, Solankis, Patels, Chavans, Mishras, Lalus, Tiwaris, Mulayams, Mayawatis, Scindias, Digvijais, Jotibasus, Choudharis, Mamtas, Pattanaiks, Raos, Naidus,Reddys Karunanidhis, MGRs, Jayalalithas, Sasikalas, Vayalars, Monys, Achus, Pinayas, Goankars and so on in States was usurped by the above but all rulers and their coterie. The wealth created by India from 1947 to 2014 lies with the above Democrats(!!!).
In this precarious situation, it'll be very difficult to steer clear of the present problems of the Country within a short time whoever is elected to rule. So Modi &Team is not exceptional. If everything goes well, it shall take many years to retrieve the lost glory, wealth and fine living.
The immediate last three years have not met with any major scams and scandals unlike the previous rulings. By that standard, we can hope not for the best but atleast good. Scandals & Scams are the principal impediments to any Developing Nation and the  major ingredient for the accumulation of wealth in some hands.
It's not that now, under Modi BJP governance, all citizens are every time take bath in rose water and goggle their mouth with panneer! Atleast, there's not much visible arrogant corruption by this ruling group.
It's a must in any administration to be tough in some time to achieve the desired effect and hence certain inconvenient actions of this Government which had inflicted lightning pain to the poor and daily wage earners had to be digested hoping for the best days ahead. Also in a complex society, one can't be the good Samaritan to everyone!
It  is horrible to govern any Society riddled with problems, inefficiency, corrupt practices, cheating, laziness and so on. India is under this category and hence it's not fair to expect "Paradise " immediately.
Modiji has no magic wand to get rid of all these evils at one go!

Government clarifies that the apprehension sought to be created that the jewellery with the household which is acquired-out of disclosed sources or exempted income shall become taxable under the proposed Taxation Laws (Second Amendment) Bill, 2016, is totally unfounded and baseless.

In the wake of Taxation Laws (Second Amendment) Bill, 2016 which has been passed by the Lok Sabha and is under consideration with Rajya Sabha, some rumours have been making rounds that all gold jewellery including ancestral jewellery shall be taxed @75% plus cess with a further penalty liability of 10% of tax payable.

It is hereby clarified that the above Bill has not introduced any new provision regarding chargeability of tax on jewellery. The Bill only seeks to enhance the applicable tax rate under section 115BBE of the Income-tax Act, 1961 (the Act) from existing 30% to 60% plus surcharge of 25% and cess thereon. This section only provides rate of tax to be charged in case of unexplained investment in assets. The chargeability of these assets as income is governed by the provisions of section 69, 69A & 69B which are part of the Act since 1960s. The Bill does not seek to amend the provisions of these sections. Tax rate under section 115BBE is proposed to be increased only for unexplained income as there were reports that the tax evaders are trying to include their undisclosed income in the return of income as business income or income from other sources. The provisions of section 115BBE apply mainly in those cases where assets or cash etc. are sought to be declared as ‘unexplained cash or asset’ or where it is hidden as unsubstantiated business income, and the Assessing Officer detects it as such.

It is clarified that the jewellery/gold purchased out of disclosed income or out of exempted income like agricultural income or out of reasonable household savings or legally inherited which has been acquired out of explained sources is neither chargeable to tax under the existing provisions nor under the proposed amended provisions. In this connection, a reference to instruction No.1916 is also invited which provides that during the search operations, no seizure of gold jewellery and ornaments to the extent of 500 grams per married lady, 250 grams per unmarried lady and 100 grams per male member of the family shall be made. Further, legitimate holding of jewellery upto any extent is fully protected.

In view of the above, the apprehension sought to be created that the jewellery with the household which is acquired out of disclosed sources or exempted income shall become taxable under the proposed amendment is totally unfounded and baseless.

 Always inspiring to see teenagers show sensitivity and a sense of social responsibility. Here’s how an 8th grader in Bengaluru shows the way to other school children.

Part of the excitement of moving to a higher grade in school every year is buying new books, bags, water bottles and other supplies. Or so it is, for some privileged children at least. Many others make do with what they already have, struggling to just about buy the bare necessities like books and uniforms.

When 13-year-old Nikhiya Shamsher, a student of Greenwood High School, Bangalore, donated her school bag to her housemaid’s daughter, she received a thank you note in return. This note, written by Roja, a 4th grade student, inspired Nikhiya to look at the world differently.

Roja, whose happiness on receiving the bag knew no bounds, wrote in her note that up until now, she had never owned a school bag. She had always carried her books and stationary in a poly bag.

-Roja’s joy gave Nikhiya both a new vision and mission. The ripple effects of that one donation have changed her life and those of many other students, both privileged and underprivileged, in beautiful ways.

“This incident got me thinking that there would be many more people like her [Roja], and my friends and I should donate our bags to them. So I called some of my friends and together we donated some of our bags and books to people who needed them. After this, I thought, why not include my entire school in this,” says Nikhiya.

And this is how the project Bags, Books and Blessings came into existence. Nikhiya’s school principal, Mr. D’Mello, helped her get started by sending out emails to parents, allowing her to put posters around her school, and by writing to different organizations to help spread the word. All her teachers were very supportive as well.

By the end of the year I had collected many many bags and books. I think there were around 2,500 books, about 150 bags, water bottles, a lot of stationery and stuff like that”, says Nikhiya exultantly.

She made sure that each donated item was carefully checked to ensure a good condition; everything was counted, cleaned, arranged in packets, and was finally ready to go. Out went Nikhiya with some of her best friends and volunteers to spread joy in a school and an orphanage in Bangalore.

Her day concluded with joy on the faces of the kids receiving books, bags, blessings, and more – it was a day full of smiles, fun and even some exciting magic shows.

-Recording to her website dedicated to this project, “Bags, Books and Blessings aims to collect re-usable bags, books and school supplies and donate them to less privileged school children. Every year thousands of needy children go back to school without basic supplies. It is natural as their parents struggle to even put food on the table. But together we can change this. We can pool our re-usable school stuff and donate them to needy children. It will give them the much needed equipment and the confidence to go to school.”

What would be the next logical step for a project such as this? Says Nikhiya – “I am trying to include other schools by encouraging them to participate in the project. I am also trying to expand this in a way that I am able to create chemistry, physics and biology labs in schools that don’t have them.”

“I am entering my 8th grade. I just finished my 7th grade exam.” During my conversation with her, before I knew how old she is, this sentence came as a wonderful surprise. Thinking back, I do not remember myself worrying about the world at all when I entered my teens. Nikhiya, who at such a young age also wants to start her own NGO, is an inspiration to say the least. She has a world of opportunities before her, and she plans to utilize them in the best possible way.

Back in the day, Stallone was a struggling actor in every definition. At some point, he got so broke that he stole his wife’s jewelry and sold it. Things got so bad that he even ended up homeless. They wanted a REAL STAR.

They said he “Looked funny and talked funny”. He left with his script. A few weeks later, the studio offered him $250,000 for the script. He refused. They even offered $350,000. He still refused. They wanted his movie, but NOT him. He said NO. He had to be IN THAT MOVIE.

After a while, the studio agreed, gave him $35,000 for the script and let him star in it! The rest is history! The movie won Best Picture, Best Directing and Best Film Editing at the prestigious Oscar Awards. He was even nominated for BEST ACTOR! The Movie ROCKY was even inducted into the American National Film Registry as one of the greatest movies ever!

And do you know the first thing he bought with the $35,000? THE DOG HE SOLD. Yes, Stallone LOVED HIS DOG SO MUCH that he stood at the liquor store for 3 days waiting for the man he sold his dog to. And on the 3rd day, he saw the man coming with the dog. Stallone explained why he sold the dog and begged for the dog back. The man refused. Stallone offered him $100. The man refused. He offered him $500. And the guy refused. Yes, he refused even $1000. And, Believe it or Not, Stallone had to pay $15,000 for the same dog he sold at $25 only! And he finally got his dog back!

And today, the same Stallone who slept in the streets and sold his dog JUST BECAUSE he couldn’t even feed it anymore, is one of the GREATEST Movie Stars who ever walked the Earth!

Being broke is BAD. Really BAD. Have you ever had a dream? A wonderful dream? But You are too broke to implement it? Too tiny to do it? Too small to accomplish it?

1.      Hosni Mubarak- A stooge of The Great USA & the uncrowned King Tut of Egypt  now was an Airforce Commander in Egypt's Defence turned Vice-President under Anwar El Sadat. He became the President of Egypt after the cruel assasination of  A E Sadat in 1980.Since then he ruled like a Dictator , left no room for any dissent voice & the people were deprived of their fundamental rights. Dissents were jailed for years together with out any inquisition and any tiny murmer against him was extinguished mercilessly.
2      His iron rule from 1980 to 2011 without conducting any Elections but with three Referendums for his continuance in Office started crumbling in this fag end of January which shattered his ambition to make his son Gamal as his successor to the Throne.
3.     In Tunisia of North Africa , a veggie vendor was beaten black & blue by the police which has triggered the anger of the middle-class fueled by the leaks of Wikileaks about the rampant corruption by the President of Tunisia ,Zine-El-Abidin Ben Ali.Due to the un-precedented mass protest ,Ben Ali  lost nerve & ran shelter skelter to Saudi Arabia with as much as Gold ingots.
4.    On hearing this News , Asma Mahfouz,a disgusted 26 yr old woman  of Cairo had just posted on the Facebook,"People ,Iam going to Tahrir", and that is the beginning of the typoon of protest against Mubarak.
With the active participation of Al-Elbaradi, the ex-IAAE, this enmasse protest reached it's crescendo and the day is not far-off for the Egyptians to usher in a new-era of elite ruling,probably, under Al-Elb.
5.    But the history of Egypt speaks a bare truth...i.e, who ever adorns the Throne,he/she (she-impossible) becomes  a Dictator,and functions un-democratically and Mr.Al-Elb is not exceptional.

Grain storage structures in India-Ppp.

1.Most of the FCI Godowns were constructed a very long back thru' tendering method and now are in dilapidated condition. Prolonged negligence by the officials in repair & maintenance of the storage structures has lead to this apathy.The godowns under CWC are slightly better than ones of FCI.,but not in tune with BIS specs.
2.The carrying cost of grains per tonne per month at FCI is far greater than that of either CWC or Adani's since FCI hires storage space of others at subsidised tariff but owns more number of A,B,C,D cat staff than that of the real foodgrain managers such as CWC,Adanis,etc,..
3.In-order to mitigate this National problem,GOI.,should encourage Pvt players with controls,not by FCI,but by some other means,to procure,clean,grade,store,preserve & sale to Govt,Pvt traders and Public.

The Dalits who Dashed the Growth of Dalits.

Dr.Ambedkar, a visionary , had envisaged certain privileges to the undeveloped &under -privileged class of people in India for their upliftment, while drafting the Indian Constitution.During his lifetime,he couldn't achieve the goal.After his demise,no inspirational leader was available to espouse their cause.In 1960-70,Jagjivanram was the only Dalit leader,and he too,damaged his reputation by uttering something against the majority communitys of India to Lord Wavell. Though he was an intellectual, he had failed in his dream project of capturing The Gaddi . The political turmoil in 1977 had brought him the Dy.PM's gaddi (one among the two.).

The siblings of Dr.Ambedkar & Jagjivanram had utterly failed in their political mission.Jagjivanram's daughter,an ex bureaucrat &the current LS Speaker is a decent politician but sans mass support among the Dalits.Kansiram too didn't do any tangible thing except presenting Mayavati to the UP politics.No Dalit politician of Congress had created a tell-tale name.The next generation politicians like Mayavati &Andi.Raja (spectrum fame) ,though had mandate,they failed in to uplift the Dalits due to their self-agrandishment. Maya was famous for her 'Haati' statue business and Spectrum Raja was for his penchant in amassing un-thinkable quantum of wealth.It was due to Kansiram, unknown people like Maya & Andi.Raja had attained this stage.

The poor Dalit is still poor only.Only the time can answer when their life status could improve.Until then they may have to shout Zindabad to people like Maya, Raja, Thirumavalavan &Krishnasamy.

2.Now, CBI,has raided Raja's premises,which should have been conducted a long time back.What is the secret behind this belated 'Raid'? How CBI is going to assure the Public that Spectrum Raja & his Boss(s) haven't allowed to stash away this Loot?
3.An impartial probe shall bring-out a wide range of dirty tricks employed by this goons. Whether, we, Indians can have that opportunity??
